With more than 30 years of experience in French-speaking Africa, Mr SEYE has developed a reputation for excellence in education, communication, strategic planning and the management of several infrastructure projects and development programs.

His experience in public-private partnership, in seeking funding and his knowledge of international institutions and NGOs have enabled him to be widely equipped for development programs. Before joining the World Bank in its infrastructure program, he worked in prestigious institutions including: Medical Care Development (MCD), the Appropriate Health Technology Program (PATH), the Academy for the Development of , (AED), The Child Immunization Program (CVP), UNICEF, USAID, WHO and UNFPA.

A graduate of ENEA (the National School of Applied Economy of Dakar-Senegal as an educational mediator, he completed a master's degree in CCT (Culture, Communication and Technology) at the Sony International Training Institute, in Japan and has benefited from several training courses in management, fundraising, strategic planning, etc.
